One practitioner's system, taught in full
Most free SEO certificates survey the field. This one teaches a single method from end to end. Dean's premise is that rankings follow links, links follow content that a specific group of people like to cite, and so the job begins by identifying those people. From there the course moves through picking a proven topic and a medium-tail keyword, building a page designed to be shared, and seven named content formats that Dean has used repeatedly. Promotion and three link-building techniques follow, then ranking signals that depend on searcher behaviour, then three lessons on copywriting, and finally how to scale the whole operation.
The value is coherence. Every lesson feeds the next, and a reader who applies the method to one site will understand why each step exists. The risk is the same coherence: it is one practitioner's system, and parts of it reflect what worked for his own publishing. Treat the named frameworks as tested patterns, not laws of SEO.

What the certificate is, plainly
It is a course-completion credential with a short exam at the end, issued by a software company about a discipline its tools serve. Semrush's own FAQ describes its certificates as respected worldwide; that is the vendor's view, and employers in SEO tend to be more interested in traffic you have grown than in any certificate. The honest use of this one is as a structured way to learn a coherent method for free, with a certificate as a pleasant side effect. The course also closes with offers for Semrush events and partner communities, which you can ignore.
Making the five hours count
The course rewards doing over watching. Before the first lesson, pick one page on a site you control that you would like to rank. Use each lesson to change something about it: identify who might link to it, settle on a medium-tail keyword, rebuild it in one of the named formats, then try one of the link-building methods. By the end you have a worked example as well as a certificate, and the short exam will feel like revision.
Mind the three-attempt rule. Semrush lets you try the exam three times and then asks you to wait a month, so there is no benefit in guessing through a first attempt to see the questions. Take it once you have finished the lessons and can explain each framework in a sentence.

A garden-tools retailer wants links from gardening bloggers but its product pages attract none. Which piece of content is most likely to earn links from that audience?
Better product pages and more blog posts both sound reasonable. The method taught in the course starts from what the linking audience already cites and builds something they would reference, such as an original study or a definitive guide, which means reasoning about the linker rather than the buyer.
