GPM / IPMA certifications

What IPMA assesses is competence rather than a method or a body of knowledge, and it does so on a ladder of four steps. Level D is for people who can explain and apply the techniques; the levels above it are for people running projects, then complex projects, then portfolios, and they demand progressively harder evidence, moving from written papers to interviews, project documentation and finally a portfolio. The underlying baseline, ICB4, groups its 28 competence elements into three families: how you handle yourself and other people, how you handle the work, and how you read the organisation and its politics around the project. Sitting Level D means writing answers rather than picking them, with an option to replace the second paper with a substantial written report on a project. Nothing bars you from starting: there is no experience requirement at this step, which makes it a genuine entry point rather than a reward for years already served. Compare the three systems before booking anything; they are not rival versions of one product.

Which country you are in changes the answer entirely

PM-ZERT is the body described on the Level D page, and its rules apply inside Germany: papers in German unless an English sitting is requested, and a fee list, examination dates and a registration portal of its own. A candidate elsewhere holds the same qualification at the end, since the levels, the baseline and the certificate are the same across the federation, but registers with the IPMA member association of their own country, under its procedures, fees and examination languages; that association's site holds the binding rules, and the Level D page gives the structure of the assessment rather than a local price. Whether the ladder is worth climbing depends on the market. In German-speaking engineering, construction, automotive and public-sector work, IPMA is the system hiring managers were themselves certified in, and Level D is the normal first step. In international IT, consultancy and anything sold into North America, the PMI credentials are requested by name more often, and a candidate who has to choose should follow the advertisements rather than the syllabus. Of the three systems, IPMA's five-year term is the longest, and an upgrade to the next level renews it as a side effect, which is the sensible plan for anyone who intends to stay in the profession.
